St. John’s First Assembly received Seed Funding from CMHC in 2006 to explore the need and demand for affordable housing and to do a feasibility study for providing seniors’ housing. When the study indicated the probability of success, St. John’s First Assembly decided to donate part of the site where its church is located and apply for funding through the Affordable Housing Initiative.
The Assembly has a longer-term vision for creating more housing, but the first stage—12 units of housing for seniors— is to be occupied in January 2009. The units are approximately 75 m2 (800 sq, ft,) each. Two are designed for people with physical disabilities
The project’s capital cost is $1,775,000, which includes the Assembly’s contribution of the land, valued at $291,000.00. The assistance from the Affordable Housing Initiative is $1.2 million, with the remaining cost being covered by a mortgage of $275,000.
The Affordable Housing Initiative assistance is in the form of a forgivable second mortgage, which carries no principal or interest payments and which is written off in equal monthly amounts over 25 years. In return for this assistance, Eastern Gate Manor must continue to provide affordable housing. Rents are an affordable $540 per month, plus utilities, which is below the averagerent for St. John’s as determined by CMHC market data. Tenant household income must be no higher than $27,000 annually.

Having apartments geared to independent living in close proximity to a care complex emerged as a strong interest for seniors.
In consultation with Fraser Health, a network of integrated health services, the Elim Housing Society formulated a multi-phased plan to create Elim Village, which would provide a range of affordable housing solutions — from independent to assisted living — for seniors in Surrey’s Fleetwood area.
The first phase of the $7.1 million project includes 42 apartments and 14 semi-detached garden units.All of these spaces are self-contained and designed for independent living, but with the option of adding “independent plus” services, such as chef-prepared lunches and dinners, housekeeping and linen services, and 24-hour security and emergency response.
Fifty-three of the units qualified for rent supplements through Independent Living British Columbia (ILBC), a program funded by CMHC and the Government of British Columbia through the Affordable Housing Initiative.
This first phase of Elim Village opened in 2000. Building on its success, the Elim Housing Society has gone on to create several other projects for independent and assisted living, and in April 2007 began construction of a $25 million project that will include 118 complex care beds in a neighbouring 20 acre site; provincial funding will be provided for 80 of the beds.

Usually there is little community support for homeless people living with mental illness, making it difficult for them to stabilize their lives. Since 1994, the Medewiwin Apartments in Victoria provided 16 suites for homeless people living with mental illness; by 2002 there was a clear need for more housing.
The Affordable Housing Solution
Medewiwin (an Aboriginal term for “healing place”) is operated by Pacifica Housing, a non-profit organization that provides affordable housing for low-income families and people with disabilities. Pacifica converted a motel to create Medewiwin’s first 16 housing units in 1994. Its peer-support model gives tenants responsibility for maintenance and encourages them to contribute to the group through meal preparation and other duties. Tenants also take part in decisions such as the selection of new tenants. Tenants pay a reduced rent from the shelter portion of their disability incomes.
In 2002, Pacifica Housing proposed to BC Housing the addition of 10 studio units to the exiting 16 units and a general refurbishing of common areas and outdoor spaces.
CMHC granted $150,000 and the province $133,700 through the Affordable Housing Initiative. The province also donated the land (valued at $265,000) and is committed to 35 years of operational funding. The Vancouver Island Health Authority (VIHA) provided a grant of $95,000. VIHA also funds a full-time support worker to provide counselling and assist tenants with life skills. The BC Ministry of Human Resources funds other community caregivers.
Medewiwin residents have a mix of new and existing construction, and of privacy and neighbourhood—with a common lounge for shared meals and meetings, and easy access to transit and community services. Pacifica’s innovative concept has since been adopted by others. In 2004, CMHC recognized Pacifica’s unique approach with a Housing Award for Best Practices in Affordable Housing.
